Police Information Check w/Vulnerable Sector (PIC-VS) - Level 3

Vulnerable Sector queries and Criminal Record Checks are STRICTLY for applicants residing in the City of Winkler, Manitoba. Exceptions may apply, please call for details.

This check is restricted to applicants seeking employment and/or volunteering in a position of authority or trust relative to vulnerable persons in Canada only. It is a collection of offence information, including convictions, outstanding warrants, charges, judicial orders and sexual offence convictions for which the individual has received a record suspension where authorized by the Minister of Public Safety and Emergency Preparedness. Certain non- conviction information may be included. In addition, certain non-conviction non-accusatory information may be released only when it meets the Exceptional Disclosure Assessment. See below for additional information.

NOTE: In accordance with the Criminal Records Act, the police must be satisfied that a Vulnerable Sector screening check is a truly valid requirement for the position. A request for a Vulnerable Sector check does not guarantee one will be completed. Both the applicant and the person / employer / organization / agency must satisfy requirements for eligibility.

All of the information contained in the Criminal Record Check (CRC) or Police Information Check (PIC) is included in the Police Information Check - Vulnerable Sector Check (PIC-VS), if you work or volunteer with vulnerable individuals you only need to complete the Police information check - Vulnerable Sector Check (PIC-VS), not both.

The Police Information Check - Vulnerable Sector Check will include the following information:
  1. Confirmation of declared criminal convictions.
  2. Summary convictions.
  3. Convictions Under appeal.
  4. Suspended Sentences;.
  5. Findings of Guilt and Findings of Guilt with Reprimand under the Youth Criminal Justice Act within the applicable disclosure period.
  6. Other Federal convictions, (if a public safety concern exists).
  7. Provincial Convictions (if a public safety concern exists).
  8. Absolute Discharges and Conditional Discharges within the applicable disclosure period.
  9. For adults only, as authorized for release by the Minister of Public Safety, all record suspension (pardoned) criminal convictions, including non sex offences, as identified by a Vulnerable Sector query.
  10. Outstanding and / or pending entries such as Charges and Warrants.
  11. Judicial Orders such as Peace Bonds (including expired Peace Bonds), Restraining Orders, Protection Orders, Probation Orders, and Prohibition Orders.
  12. Youth Extrajudicial Sanctions within applicable retention periods.
  13. Adult Diversions / Alternative Measures within applicable retention periods.
  14. Dispositions including, but not limited to Stay of Proceedings (within 1 year for youth), and cases of Not Criminally Responsible.
  15. Adult dispositions including, but not limited to Withdrawn, Dismissed, Not Guilty and Acquittal.
  16. Youth dispositions including, but not limited to Withdrawn, Dismissed, Not Guilty and Acquittal, within the applicable disclosure periods.
  17. For criminal/federal offences: Accused, Suspect, Suspect Chargeable, Charges Recommended, Wanted, or Arrested information (unless youth Extrajudicial measures / sanctions taken).
  18. For criminal/ federal offences: Victim, Witness or Subject of Complaint (only under exceptional disclosure).
  19. Any additional information recorded in police databases documenting the applicant to have been a suspect in a criminal / federal offence.
  20. Adverse contact involving the threat or actual use of violence directed at other individuals, regardless of, but without disclosing mental health status; and
  21. If the applicant submits their fingerprints, a record of criminal convictions (results include a ‘certified criminal record check’).


The Police Information Check - Vulnerable Sector Check WILL NOT include:
  1. Special Interest Police (SIP) category of CPIC
  2. Foreign information
  3. Youth Criminal Justice Act (YCJA) information beyond the applicable disclosure period
  4. Any reference to contagious diseases
